History of UP Manila TTBDO

Following the adoption of Republic Act 10055, also known as the Philippine Technology Transfer Act of 2009, the University of the Philippines experienced restructuring throughout the past decade. The University of the Philippines updated its Intellectual Property Policy in 2011 to conform to the applicable law. The Technology Licensing Office was replaced by the University of the Philippines System Technology Transfer and Business Development Office (TTBDO) within the next year. Before Republic Act 10055 was passed, the Intellectual Property Office (IPO), which was overseen by the Chief of the University of the Philippines Manila Legal Office, was responsible for managing intellectual property rights and related operations. The University of the Philippines Manila (UPM) decided to establish the UPM Technology Transfer and Business Development Office (UPM TTBDO) to administer intellectual property, innovation, and technology transfer on campus due to organizational changes at the UP System level and recognition of the increasing role of an IPO in higher education. The UP Board of Regents gave its permission for UPM TTBDO's inception on August 28, 2015. The Office of the Vice Chancellor for Research currently manages the University of the Philippines Manila Technology Transfer and Business Development Office (UPM TTBDO). Fundamentally, UPM TTBDO helps UP Manila teachers, staff, and students apply their particular knowledge, competencies, and research expertise for broader social change and economic benefit.

We will manage the organization’s resources with integrity and commitment in providing opportunities for growth and productivity of its people. We will provide a secure, efficient and state of the art management and operation system of the University’s intellectual properties, and excellence in business processes by following ethical and credible industry standards and partnerships.”

“To be the Leading technology transfer office in the Philippines that secures and translates health innovations towards nation building, in collaboration with local and International universities and industries by 2026” The University of the Philippines System Technology Transfer and Business Development Office (TTBDO) offers wide array of services to its clients such as diagnostics, health and wellness button, therapeutics, digital health and ICT, medical devices, vaccines, and cosmetics. TTBDO is committed to helping clients and other stakeholders develop and put into action the technology transfer and commercialization plans. Due diligence, technology and market analysis, licensing, and commercial development are performed as part of these activities in coordination with partners from the public and private sectors. On April 18, 2022, the Intellectual Property Office of the Philippines (IPOPHL) presented the University of the Philippines Manila (UP Manila) with a Platinum Award through the UP Manila Technology Transfer and Business Development Office (TTBDO). For the nation's top and high-performing Innovation and Technology Support Offices (ITSO) under the ITSO 2.0 Program, this is the highest accolade being presented by IPOPHL. More than 100 higher education institutions (HEIs) and research institutions in the Philippines are partners in the ITSO project, which was first conceived by the Intellectual Property Office of the Philippines (IPOPHL) in 2010. The 2021 Platinum Recognition Award is presented to ITSOs who have submitted at least seven inventive patent applications and who have licensed or helped to commercialize at least one technology through other means, such as the founding of a start-up company. With the help of licensing agreements with Lifesquare Laboratories, Inc., Pharmacare Products Corporation, and St. Raphael The Archangel Pharmaceutical Distributor, UP Manila TTBDO successfully commercialized its patent and know-how in 2021. UPM TTBDO was also recognized in the Gold, Silver, and Bronze categories. The University received a gold award for creating and filing ten (10) inventive patents in 2021. The University received a silver award for its 24 patent search services in 2021. The University received a bronze award for incorporating and providing a three-unit Intellectual Property (IP) topic in its academic program. To date, the UP Manila TTBDO has filed 102 patents, utility models, and industrial designs, while 30 of which are considered registered IP’s. As of year 2021, UP Manila has filed four international patent applications under PCT National Phase Entry, and registered 19 copyright. As of 2022, there's a total of 34 active licensees for seven (7) IP’s, which include Lagundi tablet, Lagundi syrup, sambong tablet, tsaang gubat, ulasimang bato, prone pillow and CHITS.

Lourdes Marie S. Tejero, PhD, MTM, MA, CGNC

Dr. Tejero is currently the Director of the Technology Transfer and Business Development Office at the University of the Philippines Manila (UPM), the office that manages the biomedical innovations of faculty and researchers of UPM.  These innovations include herbal medicines, diagnostic kits, vaccines, biomedical devices, digital health applications, etc.  Dr. Tejero is also a Professor, and served as Dean at UPM College of Nursing.  She was Director of the National Graduate Office of the Health Sciences that coordinated the graduate programs of all the colleges in UPM.  She is primary investigator of a number of health researches, author of several publications, and reviewer in international journals.  She received awards nationally and internationally for her work in education and research.
 
Dr. Tejero graduated from University of California (UC) Berkeley and UC San Francisco with Master of Translational Medicine (MTM).  MTM is a combination of Bioengineering, Clinical Therapeutics, and Entrepreneurship/Business.  She completed her Bachelor (cum laude) and PhD in Nursing from the University of the Philippines.  She did her post doctorate at the University of Technology Sydney, Australia.
