About

The Institutional Biosafety and Biosecurity Committee (IBBC) ensures that appropriate measures in biosafety and biosecurity are in place when handling biological materials, in both research and diagnostic laboratories, by evaluating and approving protocols, classifying and designating appropriate biosafety levels, inspecting facilities, and making necessary recommendations for training and competency in biosafety.

  • To evaluate and approve research work involving use of potentially hazardous and biological materials;
  • To track and monitor the implementation of approved researches involving use of potentially hazardous and biological materials;
  • To provide assistance and feedback to all units with laboratories storing and handling of biological materials;
  • To assist in the planning and establishment of safe and secure laboratories;
  • To provide guidelines in emergency response to incidents and accidents related to biosafety;
  • To conduct short courses related to biosafety and biosecurity; and
  • To perform such other functions as may be delegated to the Institutional Biosafety Committee.

Gianne Eduard L. Ulanday, PhD, MPH, CBO

Dr. Gianne Eduard L. Ulanday is a Research Assistant Professor and Certified Biosafety Officer at the National Training Center for Biosafety and Biosecurity, UP Manila National Institutes of Health, and the incumbent Chair of the Institutional Biosafety and Biosecurity Committee UP Manila. He has a distinguished background in biosafety, public health, and laboratory science. With extensive experience in emergency response, research, and teaching, he is dedicated to improving healthcare infrastructure and public health preparedness. His research interests include neglected tropical diseases, applied virology, and medical diagnostic tool development.
